You're right. Paul even made a comment in an interview that went something like this "How do you top the Beatles? You don't." Paul has some post solo songs that in my opinion are as great as his Beatle classics. But overall I don't think he set out to top the work he did as a Beatle. He just set out to have fun with his music. Probably George and to a lesser extent Ringo benefitted more from the break up than John and Paul did.
