So, the constitution would have it so people would have to build sewer systems, bridges, roads, police for crimes, etc, as Monk mentioned? Is that in there. Is the preventative actions of those things in the constitution? Please explain the Flaw.

I find Monk's point an obvious one, but one I didn't THINK about until now. Maybe think?
