Only to those with a deliberate agenda to mislead. Tea party groups were investigated. Groups on the left were investigated. The only group that lost tax exempt status supported the Democratic party. If you say "tea party groups were investigated. That proves that the right was targeted," you're leaving out so much information and context that you've made it untrue.
If you want to say that groups that were potentially politically orientated were targeted in regard to a regulation that was supposed to prevent politically orientated groups from getting tax exempt status, that's kind of the point of the regulation, isn't it?

Something can be a real event and a phony scandal.
Suppose I say there was a lot of traffic today because Obama was in NYC, that would be a real event. Suppose I then say; Obama should be impeached because he tied up traffic, making life difficult for New Yorkers,and deliberately caused businesses to lose money because he's a socialist and wants businesses to fail. That would be a phony scandal.
