Did The US Know 3 Days Before Attack?

According to a US intelligence report which was released Friday, there was compelling evidence that a chemical attack was imminent on Syria three days before it happened...
The question which arise from this report are pretty obvious ones.
Why were we only interested in doing something AFTER the attacks took place?
