If you think about it, that's exactly why nothing is really changing.. it's smoke and mirrors..and the Feds deciding what they will/will not intervene in is how they do it.
Example:
A state passes a medicinal marijuana law but delays indefinitely the application process by coming up with so many regulations that people will wait months to years before they can actually get it legally for use. and in the meantime, still get prosecuted if they are in possession of it.
Feds refuse to intervene.
Example:
Federal Judge forces state to pass a concealed carry law (Illinois) but then the state delays the application process and conglomerates the process until they hope people get frustrated enough waiting and red tape that it's more of a hassle than it's worth and just walk away. Meanwhile the unconstitutional ban on concealed carry is still in effect (even though the law says we have it).
Feds initially intervened in order to get the law passed, BUT won't do anything to make the state speed up it's implementation of it and come into compliance with our Constitutional 2nd Amendment.
So..it appears the Feds are using a "pick and choose" tactic.
We get two feet ahead on paper but then we get kicked 3 feet back on actually getting it instituted. Meanwhile we still sit on square one without medical marijuana or the Constitutional right to bear arms. What a country.
