one cannot expect the public to have 'common sense' - its a pseudo-sensibility
a trained professional should also be educated in dealing with 'special needs' people - such as physically and mentally handicaps including those requiring animal assistance - children, and those 'adults' that don't behave like 'normal' 'rational' adults
even tasers are abused and have a record of killing people so I wouldnt & don't consider them 'nonleathal' personally
bottom line, if she can handle any given public situation herself, she should not be patrolling solo
