*In the distant future after nuclear war has turned the Earth into an almost uninhabitable wasteland the only surviving members of the human race are from two research facilities located on opposite sides of the planet where imbeciles,morons and psychopaths had been cryogenically stored as the means of longterm imprisonment in deep underground facilities. Due to the intense heat of the nuclear radiation the cryogenically imprisoned inmates have emerged from their frozen state and find themselves in an environment stocked with stored food,natural warmth from the radiation but they understand little to nothing about anything else within the buildings they are in. Though their intelligence level is what it is they are able to talk and understand language at the most simple level but other than that are illiterate.
*In each facility there just happens to be a video device with only one movie available(just through some weird chance)A different movie at each facility. Over time the inmates develop a culture and religion based on this one movie. In several years or decades the two cultures will discover each other and collide.

The two cultures, though clueless technically at first, still are able to build an interstellar spaceship because of their faith that it is possible. They are not constrained by the limits of scientific thinking.
Idiots, imbeciles and psychopaths then spread throughout the universe.
