How is that a line in the sand?

Don't you think the Police Department Chief is expected to do exactly what he announced to do? Don't you think that any law-abiding citizen is exactly expecting this reaction?

After having watched this video (interview)with Mr. Kokesh nothing can really astonish me any more. What is going on in this head?
