Good point. The police force needs to be dismantled completely.
We need to get all guns. What I'm saying is nobody in the world has need of a weapon. All people should also have chains on their arms and legs so they can't kick anyone or take a swing at them either. All teeth need to be filed down as bluntly as possible.
In fact it might not hurt if we did a frontal lobotomy immediately at birth. Hang in there. We're working on it.

Or he might've meant technology which could be of good use can also have potential for evil. But that's a dangerous gamble.
I know it's gonna be a bitch getting in and out of the shower with these chains but trust me, you're a lot safer this way.

Probably wouldnt hurt if he clarified his initial statement.
Especially now that he's prompted to do so... a lot like
